Change server time zone to UTC instead of CST #192

The server is currently set to CST because that's where it physically is located, but I think the time zone should instead be set to UTC. This is a good idea for several reasons:

I don't live in CST anymore
Most active exozyme users aren't in CST
UTC has no daylight savings time
